Boarded up entrances in center 2 bays with double header brick segmental arches and small wood stoop elevated on brick piers. Ghost of large porch remains. Boarded up windows with wood sills and double brick header segmental arches, first floor windows are floor length. Wood boxmcornice with dentils, brackets and frieze with wood panels between brackets.

Pressed brick with coursed ashlar base, three stories , mansard front roof, two-bay f r o n t , three story bay window with keystoned flat arched lintels and Sullivanesque panels, gabled dormer with Palladian window, Georgian Revival porch. C. 1900.

This building sits in the west franklin street historic district and is in the both the city and national historic districts. It is currently shuttered and has been condemned by city inspectors. The owner is Charles Modjeski. It has been assessed at $307,000. Prime real estate in the heart of VCU. Let’s get this building under protection!

Queen Anne Style- built in 1895 as part of the row houses between 1302 and 1310 Floyd Ave.  Alternate use of (grey and) brown granite fronts on the first floor level form a nice contrast with the red brick above.  The third story balconies are composted or intricate brickwork.  Owned by Charles and Philip MODJESKI since 1974.  Two state tax credit applications have been made by the owners over the 5 years, the most recent in January of 2010.  Both were either disqualified or cancelled.  The property is assessed at $305,000

Oldest commercial building in Richmond

The City of Richmond’s Spot Blight Abatement Plan was approved in July of 2008.

The owner and the city agreed upon a restoration plan, which was to be completed in June of 2009.

Work has stalled and permits are still open.

City inspectors gave the owner an ultimatum today under the approval of the Chief Building Commissioner to begin substantial work immediately or Code Enforcement would be approved to initiate legal proceedings against the owner for property maintenance code violations and take him to court. Meanwhile, on the other track, the Spot Blight case is still open and active. By next week code enforcement staff will know if the owner is moving towards rehab of the building or moving towards court. HRF will update this post as information becomes available.

*Update:  As of August 2, 2010 the owner has not completed any substantial work on the property.  A summons was issued against the owner for legal action.  The court date is September 16 in the South Side General District Court, 920 Hull Street at 1:30pm.

Check out the splayed brick lintels on the second story and belt course between the first and second stories. There is a rinceau pressed metal frieze and soldier course water table. Lets put this building back on the tax roles!
